So your address is using port 9999 which is likely the server port, you need to find out what the query port is and put that instead of 9999. If you put in 193.70.80.168:7777 Steam would just say its not responding. When you're adding that into steam you'd put in 193.70.80.168:27015 that way steam can see there is an ark server there. So like for example a standard ark server uses two ports, 7777 for the server port and 27105 for the query port so other applications like steam can see it.
